What this replaced
The conventional route here was two people carrying out a manual site survey for a full day, then two further days producing the detailed cleaning specification — six days of effort in total before anyone could put a number on the contract.
The saving that matters is not the $3,000 on the benchmark itself. It is the 20% off the cleaning contract, which recurs every year the contract runs, and which was only visible because the specification was built from what the recording showed rather than from a generic guideline applied to a floor area.
